I sincerely congratulate you with the 31st anniversary of the Republic of Tajikistan Constitution adoption.
A Constitution is a guarantee of human rights and freedoms and is considered a foundation of society and a state stability. It is a supreme legal document that, among other values, proclaims people, their rights and freedoms as the highest value, while simultaneously defining socio-economic factors and state policy.
A constitution supreme value is also manifested in the fact that, as a powerful legal force, it enshrines the modern concept of the inalienable human rights inherent to a person by nature and establishes the duty of a state to recognize, observe and protect the rights and freedoms of man and citizen.
The Constitution, this fateful document, laid the foundation for ensuring peace, stability and national unity and has become the main factor guaranteeing the Tajik society political life stability.
A Constitution, like a passport, represents a nation and a state on both the domestic and international stages. The Republic of Tajikistan Constitution, the 31st adoption anniversary of which we celebrate today, is a supreme law that takes precedence over all other legal acts and solidifies all domestic and foreign directions of our beloved Homeland. Although this period is short in the history context, during this time the Constitution has undergone a serious test by life experience.
The key factor that laid the groundwork for adoption of a new Constitution was proclamation of independence and sovereignty of the Republic of Tajikistan. To establish the foundations of the state constitutional order and transition to qualitatively new relationships in political, economic and social life and to regulate these relationships with a new form and a new vision, Tajikistan needed to adopt a new fundamental law.
The current Constitution, unlike its predecessors, for the first time fully established the foundations of the country political, economic and social structure in a new form and defined the future path of development and progress for Tajikistan new society. Since adoption of the Republic of Tajikistan Constitution to this day, fundamental changes have been taking place in the political, economic, social and cultural spheres of our beloved Homeland.
It should be noted that the Constitution has a nationwide character, as it was adopted by the will of the country proud people. This important document reflects the historical traditions of statehood and the humanistic ideas of the cultural Tajik people.
The complicated political situation in some regions and countries of the world once again urges every member of society to truly appreciate the value of a peaceful and quiet life and to make efforts for prosperity and progress of our beloved Homeland within the framework of the Constitution and laws.
It is a matter of pride and honor that in the era of independence, following the adoption of the National Constitution, thanks to the initiative and tireless efforts of the Founder of Peace and National Unity, Leader of the Nation, President of the Republic of Tajikistan, Esteemed Emomali Rahmon, independent Tajikistan has achieved outstanding successes and its people live in an environment of freedom, peace, tranquility, unity, harmony and mutual understanding.
The Constitution of independent Tajikistan, adopted as a historic, fate-determining document thanks to the political wisdom and high legal awareness of the honorable, peace-loving and civilized people, legally solidified our state independence and introduced Tajikistan to the world community as a sovereign, legal, democratic and secular state pursuing a peace-loving policy. A society comprised of people with high legal awareness consistently defends its constitutional rights, and their standard of living is likewise high.
Dear colleagues! From the bottom of my heart, I congratulate you, and through you the entire esteemed people of Tajikistan, with the 31st anniversary of the Republic of Tajikistan Constitution. I wish you good health, prosperity, a peaceful life, and for our beloved Tajikistan — eternal peace and stability.
