- The Republic of Tajikistan has received financing from the World Bank toward the cost of the Strengthening Resilience of the Agriculture Sector Project, and intends to apply part of the proceeds toward payments under the contract for Development of a Digital Soil Mapping System “DIGITAL SOIL”.
- The State Institute “Agriculture Entrepreneurship Development” Project Management Unit (AED PMU) now invites sealed Bids from eligible Bidders for Development of a Digital Soil Mapping System “DIGITAL SOIL”, a Digital Soil system architected as a modular, service-based, and distributed system with clearly separated components for data collection, processing, visualization, and stakeholder interaction. The architecture must support both institutional workflows (order management, laboratory processing, spatial analysis) and farmer services (order submission, results access, advisory) to be installed in the headquarters office (Dushanbe/Tajikistan) of the Client in 48 weeks.
- Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Interested eligible Bidders may obtain further information from the State Institute “Agriculture Entrepreneurship Development” Project Management Unit, procurement.srasp@gmail.com, and inspect the request for proposals document during office hours 0800 to 1700 hours at the address given below.
- The bidding document in English language may be obtained by interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by e-mail.
- Bids must be delivered to the address below in para 10 on or before November 25, 2025, 15:00 hrs Dushanbe time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated
representatives and anyone who chooses to attend at the address below on November 25, 2025, 15:10 hrs. Dushanbe time. - All Bids must be accompanied by a Bid Security of USD 6 000 (six thousand) or the equivalent in freely convertible currency.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
