1. The Republic of Tajikistan has received financing from the International Development Association and International Bank for Reconstruction and Development toward the cost of the One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia and intends to apply part of the proceeds for consulting services.

3. Qualification requirements for candidates are as follow:

1. A university degree in environmental science, natural resources management, environmental or civil engineering, or other relevant disciplines;
2. Minimum of 5 years’ experience in the field of environmental assessment, risk management, and monitoring procedures;
3. Working experience in interacting with local and national authorities and communities;
4. Knowledge and experience on working with International Financial Institutions (eg. the World Bank, ADB, AIIB, etc.) or other donor-funded projects and prior implementation of environmental safeguards/ESF policies is an advantage.
5. High sense of responsibility, willingness to take initiative, excellent communication skills and team spirit are important assets;
6. Strong communication skills in Tajik and Russian – verbal and written, fluency in English will be an advantage; and
7. Good Computer skills: MS Word, MS Excel MS.

The State Institution “Agriculture Entrepreneurship Development” Project Management Unit now invites eligible specialists to indicate their interest in providing the services. Interested specialists must provide information indicating that they are qualified to perform the services.

4. The attention of interested candidates is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in February 2025) – Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
5. The selection will follow Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of Procurement Regulations.
6. Interested candidates should submit a cover letter (maximum two pages) and a detailed CV (maximum five pages) clearly outlining how they meet the required qualifications.
