  1. The Republic of Tajikistan has received financing from the International Development Association and International Bank for Reconstruction and Development toward the cost of the One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia and intends to apply part of the proceeds for consulting services.<\/li>\n
  2. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: https:\/\/aedpmu.tj\/en\/wp-content\/uploads\/2025\/10\/tor_disbursement-specialist.pdf<\/a><\/li>\n
  3. Qualification requirements for candidates are as follow:<\/li>\n<\/ol>\n
      \n
    1. University degree in Finance, Accounting, Economics, or a related field;<\/li>\n
    2. Having at least 3 years of relevant experience in accounting or disbursement with projects funded by International Financial Institutions (eg. the World Bank, ADB, AIIB, etc.) and\/or international donors;<\/li>\n
    3. Good knowledge of tax accounting and cash transaction regulations in the Republic of Tajikistan;<\/li>\n
    4. Knowledge of WB disbursement procedures is an advantage;<\/li>\n
    5. Strong computer skills, including proficiency in 1C Accounting Software;<\/li>\n
    6. Good communication skills;<\/li>\n
    7. Proficiency in Tajik and Russian is required. English language skills will be considered an advantage.<\/li>\n<\/ol>\n

      The State Institution \u201cAgriculture Entrepreneurship Development\u201d Project Management Unit now invites eligible specialists to indicate their interest in providing the services. Interested specialists must provide information indicating that they are qualified to perform the services.<\/p>\n

      1. The attention of interested candidates is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank\u2019s \u201cProcurement Regulations for IPF Borrowers\u201d (July 2016, revised in February 2025) – Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (\u201cProcurement Regulations\u201d), setting forth the World Bank\u2019s policy on conflict of interest.<\/li>\n
      2. The selection will follow Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of Procurement Regulations.<\/li>\n
      3. Interested candidates should submit a cover letter (maximum two pages) and a detailed CV (maximum five pages) clearly outlining how they meet the required qualifications. The CV and cover letter must be submitted either by email to procurement.ohp@gmail.com, with \u201cDisbursement Specialist\u201d<\/strong> in the subject line, or delivered in person to the address provided below.<\/li>\n
