  1. The Republic of Tajikistan has received <\/strong><\/em>financing from the World Bank toward the cost of the Strengthening Resilience of the Agriculture Sector Project, <\/em><\/strong>and intends to apply part of the proceeds toward payments under the contract for the Development of Agricultural Remote System Analyzing System \u201cAMIS REMOTE\u201d.<\/li>\n
  2. The State Institute \u201cAgriculture Entrepreneurship Development\u201d Project Management Unit (AED PMU) <\/em><\/strong>now invites sealed Proposals from eligible Proposers for the Development of an Agricultural Remote System Analyzing System \u201cAMIS REMOTE\u201d, a comprehensive agricultural management information system designed to support multi-level plant production planning, monitoring, and reporting through its three interconnected subsystems: AMIS Remote Web for centralized data management and visualization, AMIS Remote Mobile for field data collection, and AMIS Remote Studio for advanced satellite image processing, analysis, and AI model <\/em>generation, to be installed in the headquarters office (Dushanbe\/Tajikistan) of the Client in 24 weeks. <\/em><\/strong><\/li>\n
  3. The Bidder shall demonstrate that it has successfully completed at least two (2) contracts of similar scope and value to the proposed Information System (Countrywide implemented and integrated information system) within the last six (6) years, each with a value of at least one million one hundred (1 000 000.00) USD, that have been successfully completed.<\/li>\n
  4. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank\u2019s \u201cProcurement<\/a> Regulations for IPF Borrowers\u201d dated July 2016 and revised in September 2023 (\u201cProcurement Regulations\u201d), and is open to all eligible Proposers as defined in the Procurement Regulations.<\/li>\n
  5. Interested eligible Proposers may obtain further information from the State Institute \u201cAgriculture Entrepreneurship Development\u201d Project Management Unit, <\/em>procurement.srasp@gmail.com<\/a>, and inspect the request for proposals document during office hours 0800 to 1700 hours <\/em>at the address given below.<\/li>\n
  6. The request for proposals document in English<\/em> <\/strong>may be obtained by interested eligible Proposers upon the submission of a written application to the address below. The document will be sent by e-mail or may be downloaded from the AED PMU website at www.aedpmu.tj<\/a>.<\/li>\n
  7. Proposals must be delivered to the address below in para 10on or before by 11 November <\/strong>2025, 15:00 hrs Dushanbe time<\/strong>.<\/em> Electronic procurement will not<\/em><\/strong> be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked \u201cORIGINAL PROPOSAL\u201d, and the inner envelopes marked \u201cTECHNICAL PART\u201d will be publicly opened in the presence of the Proposers\u2019 designated representatives and anyone who chooses to attend, at the address below on 11 November 2025, 15:10 hrs Dushanbe time. All envelopes marked \u201cFINANCIAL PART\u201d shall remain unopened and will be held in the safe custody of the Purchaser until the second public Proposals opening.<\/li>\n
  8. All Proposals must be accompanied by a Proposal Security <\/em>of USD 18 000.00<\/strong> (eighteen thousand) or<\/strong> the equivalent in freely convertible currency<\/strong>.<\/em><\/li>\n
  9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer\u2019s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.<\/li>\n
