Assignment Title: <\/strong>Preliminary and detailed examination of the building of the Center laboratory of the State Committee of Food Security.<\/strong><\/p>\n

A. Introduction. <\/strong><\/p>\n

The Strengthening Resilience of the Agriculture Sector Project is an IDA grant in the amount of US$ 108 million prepared to support Tajikistan for the purpose of foundations for a more resilient agriculture sector referring to the availability of public agricultural services, including improved seeds, seedlings, and planting materials; agri-logistical services; agrometeorological information, soil testing, locust control and crop protection.<\/p>\n

The project aims to support the Government of Tajikistan (GoT) in successfully transitioning to a sustainable, more productive, climate resilient, and inclusive model of agricultural sector growth. The proposed project will help to:<\/p>\n

    \n
  1. increase the availability of improved seeds, seedlings, and planting materials that are climate resilient, affordable, farmer-preferred, and well adapted to the different agro-ecological conditions of Tajikistan;<\/li>\n
  2. improve the access to improved agri-logistic services of farmers and agri-businesses; and<\/li>\n
  3. strengthen the crisis management, i.e. early warning, preparedness, and response capacity of selected public institutions.<\/li>\n<\/ol>\n

    All activities related to human resource development and capacity building will include topics on understanding climate change better and frameworks, tools, and techniques to facilitate designing and implementing climate adaptation and mitigation approaches. The Project is implemented by State Institute \u201cAgriculture Entrepreneurship Development\u201d Project Management Unit (SI AED PMU).<\/p>\n

    B. General scope of the services.<\/strong><\/p>\n

    \u00a0<\/strong>Stage 1 (preliminary or general survey)<\/p>\n

      \n
    1. General inspection of the object.<\/li>\n
    2. Familiarization with design and assessment of the documentation.<\/li>\n
    3. Visual inspection of constructions.<\/li>\n
    4. Instrumental inspection with identification of defects.<\/li>\n
    5. Performing verification calculations.<\/li>\n
    6. Tentative assessment of the condition of constructions.<\/li>\n<\/ol>\n

      Stage 2 (Detailed Examination)<\/p>\n

        \n
      1. Geological survey<\/li>\n
      2. Sampling and testing of materials.<\/li>\n
      3. Testing of inspected constructions by non-destructive methods<\/li>\n
      4. Processing of results and their evaluation<\/li>\n
      5. Testing of concrete strength of constructions, permeability of concrete, frost resistance of concrete.<\/li>\n
      6. Checking the strength of stones and mortar, frost resistance of stones, thickness of masonry joints, void size and moisture content of masonry.<\/li>\n
      7. To check with the design the number and location of reinforcement, the strength of reinforcement, to analyze that during the installation of reinforcement laying deviations from the project in reinforcement were made.<\/li>\n
      8. Drawing a conclusion on the results of the detailed inspection<\/li>\n<\/ol>\n

        EXPRESSION OF INTEREST & INFORMATION<\/strong><\/p>\n

        The State Institute \u201cAgriculture Entrepreneurship Development\u201d Project Management Unit (SI AED PMU) now invites eligible consulting firms (\u201cConsultants\u201d) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the shortlisting stage.<\/p>\n

        Firm Qualifications <\/em><\/strong><\/p>\n

        The Consultant will be a firm or consortium of firms with proven experience in similar assignments. The Consultant shall meet the minimum qualifications and experience requirements:<\/p>\n
