The Constitution of the independent Republic of Tajikistan is the supreme legal document, which, among other values, proclaims the human being, his rights and freedoms as the supreme value and at the same time determines socio-economic factors and State policy. The high value of the Constitution is again manifested in the fact that, as a powerful legal force, it reinforces the inherent modern concept of natural human rights and establishes the obligation of the State to recognize, respect and protect human and civil rights and freedoms. The Constitution is a momentous document that laid the foundation for peace and stability and national unity and became the main factor guaranteeing the stability of the political life of Tajik society.

It is a matter of pride and honor that under the wise leadership of the Founder of Peace and National Unity, Leader of the Nation, President of the Republic of Tajikistan highly respected Emomali Rahmon, the independent Tajikistan has achieved significant successes, and its people live in an atmosphere of peace and tranquility, unity and mutual understanding.

It should be noted that the Constitution has a national character, as it was adopted by the will of our proud people of the country, and this important document reflects the historical traditions of statehood and humanitarian ideas of the people of Tajik cultural figures. The complicated political situation in some regions and countries of the world once again calls on every member of society to understand the importance of peaceful life and strive within the framework of the Constitution and laws for the prosperity and progress of our beloved Motherland.

In this regard, I wish each of you, dear colleagues, a strong spirit, fresh energy and significant achievements, and I believe that constructive goals will continue to be an inspiration for every noble and honorable person of our wonderful country.
