Assignment Title: Monitoring and evaluation to determine the eligibility of the selection of vulnerable farms before distribution of seeds and small farm equipment

The Republic of Tajikistan has received financing from the World Bank toward the cost of the “Strengthening Resilience of the Agriculture Sector Project”, additional financing and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) for monitoring and evaluation to determine the eligibility of the selection of vulnerable farms before distribution of seeds and small farm equipment.
The State Institute “Agriculture Entrepreneurship Development” Project Management Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a. Legal status recognized by the Republic of Tajikistan and allowing the firm to perform the above-mentioned tasks in accordance with national legislation;
b. The firm shall have experience in conducting surveys, developing methodology and questionnaires for conducting surveys, as well as in conducting trainings and field work for at least 10 years, confirmed by constituent documents, copies of earlier implemented contracts, letters of recommendation/positive reviews of organizations.
c. Availability of own field network in all regions of Tajikistan, confirmed by staffing or contracts with regional offices
d. The local firm or NGO staff includes at least 5 specialists with experience in research and analytical work in the field of marketing as the head of a firm, department, project or leading researcher/analyst for at least 5 years.
The credibility of mentioned experience shall be presented in a list of the required similar project/contracts as required above, including description of services provided (including information on contract value, contracting entity/client, project location/country, duration, assignment budget, percentage carried out by consultant in case of association of firms or subcontracting and main activities) and accompanied by certificates/confirmation of orderly fulfilment of the contracts verified by other party from such contracts.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Consultants’ Qualifications selection (CQS) method set out in the Consultant Guidelines.
