Title of the consulting assignment: International Consultant to support activities carried out within the framework of Implementation of the Program for the creation National revolving fund for premixes.

The project aims to support the GoT in successfully transitioning to a sustainable, more productive, climate resilient, and inclusive model of agricultural sector growth.
The project will help to:
- Increase the availability of improved seeds, seedlings, and planting materials that are climate resilient, affordable, farmer-preferred and well adapted to the different agro-ecological conditions of Tajikistan;
- Improve the access to improved agri-logistic services of farmers and agri-businesses; and
Strengthen the crisis management, i.e. early warning, preparedness and response capacity of selected public institutions. All activities related to human resource development and capacity building will include topics on understanding climate change better and frameworks, tools, and techniques to facilitate designing and implementing climate adaptation and mitigation approaches. All infrastructure, including buildings, offices, laboratories, and storage facilities, constructed and/or rehabilitated by the project, will be encouraged to utilize energy-efficient and climate-resilient materials and designs. The proposed project aims to thereby strengthen the foundations for more resilient agriculture sector, which will in turn help improve food security and nutrition and accelerate agricultural diversification. It will also contribute to the development of a viable sector of private micro, small and medium enterprises in rural areas and generate employment opportunities for women in regions with few legal alternatives.
The purpose of this request
The purpose of the assignment is to hire International Consultant to support the activities carried out within the framework of Implementation of the Program for the creation National revolving fund for premixes. The assignment would be with the following specific assignments:
- The Consultant should gather data and information on the current status of the revolving fund, its goals, objectives, and challenges. This analysis can involve reviewing existing documents, conducting interviews with stakeholders, and exploring best practices in similar contexts.
- The Consultant should identify and engage relevant stakeholders involved in the revolving fund. This can include fund managers, beneficiaries, government officials, and potential investors. Understanding their perspectives and interests will be crucial in developing a strategy that is inclusive and effective.
- The Consultant should organize a workshop to bring together all the key stakeholders. During the workshop, the Consultant should present the findings from the analysis and facilitate discussions to gather input, suggestions, and feedback. This collaborative approach will ensure that the strategy and action plan reflect the collective wisdom and experience of the stakeholders.
- Provide support to the various state-owned enterprise partners involved in the implementation of the program to establish an International fund for premixes, as well as the preparation of draft orders, reports and other necessary documents on flour fortification.
- Provide technical support to working groups in conducting surveys, assessments and focus groups to be organized as part of the program to create an International fund for premixes.
- Together with the staff of the SRASP PMU, participate in discussions of various working groups, which consist of specialists from various ministries and agencies, dedicated to the issues of flour fortification and nutrition programs in general, as well as the program to create an International fund for premixes.
- Conducting need assessment and preparing a report on a Model acceptable to Tajikistan for the creation and capitalization of the National Revolving Fund of Premixes.
- Participate in the organization of trainings, workshops and events related to the program to create an International fund for premixes.
- Provide direct assistance and assistance in the work of a national consultant on the program to create an International fund for premixes.
- Establish and maintain communication links between the public sector, millers, international organizations and NGOs working in the field of flour fortification;
- Coordinate discussions with the various partners involved regarding the establishment of an internal and external monitoring system for flour fortification, an International fund for premixes, and the next necessary steps.
- Support the SRASP PMU in the development of various communication materials to raise public awareness of the benefits of fortified flour;
- Ensure timely and high-quality implementation of all planned activities;
- Provide monthly reports on activities carried out, lessons learned and plans for the next period of time.
- Holding and participating in meetings with International partners to discuss the program for the creation and implementation plan of the International fund for premixes.
Qualification requirements:
Minimum requirements for candidates:
- Master degree in management, economic, technology and/or low or any other related field;
- At least 10-year experience and proven track record in financial and legal analysis and advisory services.
- Extensive international experience with investment/revolving funds;
- At least 3 years of professional experience in the preparation of regulations on food safety, quality or food production technology;
- Good knowledge of English. Knowledge of Tajik and/or Russian languages is an advantage;
- Regional experience preferred.

The consultants will be selected in accordance with the procedures specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016; revised in November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.”
